1. The Department of the Navy proposes to report as excess, without restrictions, the former Naval Hospital, located at 9th and Pennsylvania Avenue, S.E., in Washington, D.C., to the General Services Administration. This property has not been used for Naval purposes since 1922. The property comprises 0.705 of an acre,acquired in two parcels, one purchased in 1821 and the second in 1865. This property is now used to house transient veterans while they are visiting Washington to discuss their problems with Members of Congress and the various Federal agencies charged with the handling of Veterans’ affairs.
2. The land is improved with two brick buildings which have been well maintained. The main building is a three story and basement brick structure, erected in 1862. The second building, two stories high, also of brick and erected the same year is now used as a garage. The estimated fair market value of the 0.705 of an acre of land and improvements thereon is $190,000.
3. In 1922, pursuant to a special Act of Congress, the property was leased for a five year term to the Board of Management of the Temporary Home for Union Ex-Soldiers, Sailors and Marines, Department of the Potomac, G.A.R., at a rental of $1.00 per annum. This occupancy was continued under successive leases to 30 June 1957, the date of expiration of the latest lease. The Board of Management has continued to occupy the property as hold over tenants.
4. No Navy funds have been expended for maintenance of this property since 1922. An annual appropriate for this purpose has been included in the District of Columbia budget since this property has been occupied by the Board of Management.
