I have contracted with [??] J.W. Thomson + Co. to lay down a two-inch cast iron service water pipe from the Government Water Main, running through Eighth Street east and its intersection with E Street south along the last named streets to the building at (Jonesville) to be used in aid of the construction and when it is complete to supply it with the Potomac water at 85 cents per linear foot the current price for such work and they are engaged in doing said work.

I have also contracted with the same firm to lay down the specific eight inch clay drain pipe from the building down E Street south, along 9th Street east and along 9th Street of the corner of [G] Street south, and there to unite with a pipe of the same size from the quarters of the Commandant of the Marine Barracks, at $1.25 per linear foot the current price of such work. They have ordered the pipe from the manufacturers, and immediately on its arrival will commence laying it down.

By laying down the drain pipe at this time, we shall be able during the construction of the building to keep its foundations free and clear of the water which otherwise would lay around them subjecting them to settlements, and at times delaying the work on the building.

I have decided to make the level of the top of the coping of the sunk Areas 1 ft 6 above the
