In reference to your request that I should revise my estimate of amount of funds which will be required to fully complete the building in addition to present appropriations and also cost of fully grading and fencing the grounds, laying the sidewalks, gutters to, and erecting out buildings to which I had the honor to submit to you Sept. 22, 1865, and to ascertain of the amount then rendered, could be reduced. I have the honor to state, that in that estimate I put down $10,000 as the amount required on the building for its completion, the majority for which, arises from the fact of having had to do various things, as the work progressed, not anticipated when the original estimates were made and which have been, or will have to be paid for out of the present appropriations, such as laying a sewer from the N. Hospital premises to connect with a sewer in 9th Street east near the Navy Yard, the introduction of the Potomac water into the building from the government water main on eighth street east, the securing proper foundation to the building and its appendages, and the putting into the building as the construction of it progressed an official and suitable heating apparatus to fully heat and ventilate the building without thereafter to cut away the walls floors for its insertion, and in addition to this, the outside of the brick walls require to be painted and sanded to prevent and ensure against dampness passing through these walls, for which reason I believe this item of the estimate should stand as it is.
